采购人代表对各投标人的投标资格进行了审查。经审查，全部投标人的投标资格均符合招标文件的要求。



之后评标委员会对通过资格审查的投标人的符合性进行了审查。经审查，评标委员会发现广州坦卫保安服务有限公司没有提供非装订的自查表，广东保航保安服务有限公司所提供的非装订自查表未盖公章。评标委员会认为招标文件中“第六部分 投标文件格式”中“十四、资格自查表”、“十五、符合性自查表”和“十六、评分自查表”的“要求：2.此表须装订在投标文件中，并且另外附一份（非装订）随投标文件一起密封递交。”的要求为实质性要求。评标委员会认为广州坦卫保安服务有限公司和广东保航保安服务有限公司不满足招标文件“第四部分 评标办法”中“（二）符合性审查表3. 无其他未实质性响应文件要求。” 的规定，不通过符合性审查。评标委员会根据招标文件“第三部分 投标人须知”中“五、开标和评标”的“（三）对投标文件的初审”规定，“8发现下列情况之一的，其投标将被拒绝：（8）不具备招标文件中规定的资格和符合性要求的；”的要求，拒绝广州坦卫保安服务有限公司和广东保航保安服务有限公司投标。其余投标人均通过符合性审查。
